Second period for NOx-emission trading in operation for 2008-2012
In 2001, the member states of the European Union (EU) signed an agreement for the NOx-emission ceiling in 2010. This has been laid down in the EU National Emission Ceiling (NEC) Guideline.
The NOx-emission trading system is quite simple: facilities get a so-called performance standard. This standard is equal for all facilities and is expressed in grams NOx-emission per giga Joule (GJ) or grams NOx per ton end product.
In case a company emits more NOx than permitted, it can buy additional credits or take measures to reduce CO2 and/or NOx-emissions. Companies which saved credits can sell them. The NOx-emission trade is a national trading system per member state within the EU.
After each calendar year all participants have to submit a CO2-emission report. A performance declaration is needed when submitting the report to the Authority. The CO2-emission report has to be verified by an independent auditor, who is accredited by an accreditation body (member of IAF).

Quallity assurance in emission verification
The auditor is the second quality layer for trust between the participants in the emission trade.
The role of the auditor can be best compared to an accountant verifying the companies financial report. The auditor is assigned by the company. The company itself maintains responsibility for the reported emission figures. The emission trade knows three levels of quality assurance:
1) the companies quality system
2) verification by the auditor
3) supervision by the Authority.

Auditing process
The audit of an emission report is being processed in three steps: risk analysis, system verification and data review.
Risk analysis is being done before the real audit. On basis of available information from the past the most important risks and points of attention are being mapped. This defines directly the content, scope and planning of the actual audit.
System verification is the review focused on the construction and implementation of the monitoring system, data processing and quality assurance as described in the monitoring protocol. Based on the results of the risk analysis the system verification will be or not be part of the auditing process.
Data verification is the review in figures of the system operations and the reported figures. The auditing scope is risk based. E.g. the audit focuses on the most risky parts of the system.
Result of a audit is a Declaration for the reviewed NOx and/or CO2 emissions and a Management Letter. The declaration and emission report are sent to the Authority for the acknowledgement of the emitted credits.
