Modern operations control centers (OCCs) are architectural showpieces fully equipped with ergonomic workplace furniture, man-machine-interfaces and advanced climate and illumination control. Today, they are also the gravity point for companies SCADA/EMS systems. KEMA covers all the fields of expertise from OCC site selection, via conceptual design, up to construction supervision and operational start-up of the OCC.

Railway companies rely on safe and well-equipped OCC for their systems. Modern OCC are architectural showpieces fully equipped with ergonomic workplace furniture, status overview screens, consultation rooms, access control systems and technically advanced climate technology and illumination control. These facilities ensure a protected, efficient, modern and secure working environment for train dispatchers, passenger information specialists, service and maintenance supervisors and other personnel working daily with passenger rail management systems.

In order to define a new OCC, data on operational behaviour, as well as physical and ergonomic analyses are necessary to realise an optimal design for a new OCC, workplaces and display systems. KEMA has the operational knowledge and experience on planning, engineering and project management to create the design and to supervise the construction and commissioning of OCC and systems of this kind. This results in the short and longer term requirements of the client being fulfilled.

KEMAs services cover all the areas of expertise associated with designing and operating an OCC. From OCC site selection through identification of the current and future needs of the staff, systems and facilities need to support operations over the life of the OCC to conceptulal design, including floor plan and elevation drawings of the operating theatre as well as design parameters covering the following critical OCC needs, such as emergency power and backup power systems, site and building monitoring systems, lighting and acoustics, climate control (demand load analysis). Special attention is paid to designing the consoles, operator’s positions, terminal screens and projection screens, as well as the graphic form for the display systems.

Also included in the service are the planning and outlining of so-called Land Mobile Radio Systems (LMRS) and microwave backhaul systems, as well as communication control rooms with external systems and other voice and data systems.

When the relocation of a OCC becomes necessary, it is essential that all operations and services are maintained throughout the migration. KEMA prepares detailed plans for systematically launching the new system, including a fall-back scenario - in which all the criteria that could arise in this kind of incident are well defined - and is also able to implement these plans, in line with the specific organisational requirements. Once the system is up and running, an operational test is carried out. Insofar as necessary for the launch and desired by the user, KEMA provides advice on attaining optimal capacity utilisation and actively coordinates the process to achieve the greatest efficiency and safety factors in the new OCC.
